Localizing the Promise” – getting the National Youth Manifesto onto the local government planning agenda in Uganda

Our project “Localizing the Promise” – getting the National Youth Manifestoonto the local government planning agenda in Uganda, is a follow-up to an earlier CISU funded CSP project “Keeping the Promise: Peaceful Youth participation and Youth Policy Agenda Promotion in the Uganda2016 National General Elections and beyond”.

In the earlier project, we aimed to facilitate an empowered and peaceful youth population in Uganda that constructively participates in the country’s governance and development processes at large.In the new project, we focus on consolidating, localizing (targeting the grassroots), and expanding “Keeping the Promise’s” success, by grounding it in three districts, namely – Kampala, Wakiso, and Mukono.

The overall project objective is to facilitate strengthening of an empowered and engaged active youth citizenship in local government (district & sub county) planning processes, through empowering and supporting youth in advocating for district budget allocations and actions around three National Youth Manifesto priorities including: Improved livelihoods, improved quality of Universal primary education(UPE), and improved delivery of Reproductive health services.

This will in specific terms be met through the following three objectives:

  1. To mobilize grassroots youths to advocate for and follow-up on the uptake of the National Youth Manifesto agenda (focusing on three components – Improved livelihoods, improved quality of Universal primary education(UPE), and improved delivery of Reproductive health services), at local government (district and sub county) level, starting with a pilot in three districts namely; Kampala, Wakiso, Mukono.
  2. To mobilize grassroots youths to monitor and advocate (demand) for social accountability on effective delivery of services, focusing on three National Youth Manifesto components – Improved livelihoods, improved quality of Universal primary education(UPE), and improved delivery of Reproductive health services.
